SDF3 is available under the GPL license and under the SDF3 Proprietary License. Using SDF3 under the terms of the GNU GPL is free of charge. The SDF3 Proprietary License on the other hand gives you the right to use the source code for making your own commercial software. You can download the C++ source code of latest version of SDF3 here. A list of all historical versions can be found below. You can also download benchmarks that are used in the various publications on SDF3.
